Why did WM28 have such a hard time filling up the stadium?
Why do you think WWE struggled so much to fill the stadium at WM28? Rock/Cena had an entire year's worth of build. Re-watching it, many empty seats/tarped areas + huge set.

I was generally very underwhelmed by the product at the time. I was digging Daniel Bryan's reign as World Heavyweight Champion, but Sheamus was not the right choice for Royal Rumble Winner. There was the shit between Ryder and Kane, Jericho and Punk were mid-card over the title, Triple H was facing Undertaker AGAIN...generally I was down on the show's creative vibe.

Tarp is probably because of set and fireworks reasons but could also be just people arriving later than usual for the event.
Think that was the Mania where people got hurt from the fireworks because WWE underestimated part of their designs for the set. |

I do however remember people complaining about the giant trees and how the views of a lot of seats were blocked because of them.
