Bob Sapp was a IWGP world champ, and Norton held the belt for a short time. He was always painted as a threat, but a "great", he wasn't.
Absolutely nothing wrong with rating him as a worker and enjoying what he did more, but it's in no way ridiculous to put Waltmans body of work up against his.
Even with stars around him, Norton did nothing in the US...so that argument doesn't really work either.
