So Goodell said it was illegal before 2007? Then why not penalize them for it? I don't get it. Are you sure he just didn't say they have been taping since '01 or whenever it was, I don't see how taping was illegal before 2007 when there wasn't really a rule in place (at least I thought there was no rule in place?)
