If they're not old enough to make informed decisions, then yes it is. Even if they are of age, people are getting fed up of men swooping in and taking advantage of women who haven't matured fully and think it's cool to date a celebrity or rich guy or whatnot. Doesn't mean it's illegal, but the social zeitgeist would definitely consider it "smoke."
