And just for triple post awesomeness, the reason my level is so high so early is because I did alot of the stupid fucking minutemen radiant quests as well as the BoS ones early on without realizing they were infinite. In the course of doing those, I found every settlement in the game and became addicted to building everywhere, so I would just take on those quests, go scavenge, and build til I couldn't. I've gained probably 20 levels from building, literally. Vast network of supply lines and quite a few very large settlements. Only ones I lack are the Boston Airport and Bunker Hill, but only because questline purposes stop me from having those.
Tip for anyone who builds alot, build your level 3 shops ASAP so when you run into the recruitable vendors you can convince them to go to your settlements. Opens up level 4 vendors when you put them in the right level 3 shop and they then sell unique gearz.
