Sting IMO was never really a "top draw" in an Austin/Rock sense, but like brought up before, more of an iconic attraction ala Undertaker.

Taker couldn't draw as top guy either. But is still one of the biggest stars ever and synonymous with the company.

Sting WAS wcw. But much like Taker, as good as both of them were, limitations whether it be booking or ability, prevented them from being the tippy top.

Ted had all the tools, but less of an it factor than Sting. You give Ted, Sting's it factor, or Sting, Ted's promo ability and ring generalship, you have the perfect wrestler.
