Between 1992-1997 Bulldog was quite mobile and had great matches.

The only really stinker (which as actually damned near unforgivable) was against Diesel. It almost seemed like he went out of his way to sewer fuck Diesel in that match.

I mean Hall IS better, but to discount Bulldog's ability is rough. He was strong as an ox and was mobile for a guy who was 270 pounds (and dropped considerable weight to his own benefit towards 1996-1997).
Just because Hall is better doesn't mean Davey was just some immobile crap wrestler.

People often forget how fucking great of a tag team he had with Owen. Obviously The Bulldogs are legendary but Owen and Davey were a staple of mid 90s WWF and one of the few shining lights.
