Instead of getting the same raiders or ghouls, if you have a high enough defense, you get super mutants, deathclaws, special fetch quests. Preston doesn't have any information to give you, just that the settlement is in trouble and needs help. And also, have the option to send someone to deal with the settlement instead of you. You could have a special Minute Man battalion you're training that you can send to the lower end stuff to clear out and they come back with caps, loot, and junk that you can use to upgrade them.

Maybe we could use this for the next Fallout game.
You could even assign followers you're not using to lead the Minute Men groups you send out which could increase their effectiveness with certain missions and whatnot. Each follower could have a special trait that made them more effective against certain enemies (if it were for this game Cait could be good against raiders and increase party damage, Nick increases party damage to machines, etc). Maybe have the loot you get be impacted by the follower you pick too.
