With NBA 2k18, 2K Games only went with an 8GB cart which isn't enough to hold the base game itself. Also likely poor optimization but that's been a general issue plaguing consoles since the PS3.

At least with something like Doom, the entire base game is on the cart and multiplayer is offered as a separate download or like with RE Revelations 1 & 2 where you at least get the entire first game on cart.
