Bethesda recently revealed some details on how the perks system will work.

Perhaps most crucially, the developer confirmed that you’ll earn a perk every time you level up. That’s the approach Fallout 3 took, but it’s far from standard. The first two Fallout games only granted you a perk once every three levels, while 2010′s New Vegas, the most recent release, offered one for every two.

In another big change, each perk you unlock will now be tied to and organized under one of the seven S.P.E.C.I.A.L. attributes that define your character’s aptitude in various areas of gameplay. It’s currently not entirely clear whether that means players with a high stat in one attribute will be able to get a bigger benefit from a perk that’s tied to it. That would certainly be an interesting change from how the series has handled things in the past.

Only one perk was confirmed to return, Bloody Mess, which turns your kills into more of a gory bloodbath. No doubt plenty of other old favorites will be back, too.

EGMNow had a write up of all the stuff shown during the exclusive Quakecon demo shown recently at the event. Besides the perks system, the companion system was shown off and the new scavenging ability the dog has for the game.
