Killing half the universe destroyed the gauntlet and fucked up Thanos' arm. Making the universe and it's resources bigger probably requires more than the gauntlet and Thanos are capable of withstanding.

Just spitballing, but I assume that Captain Marvel has a job as an ambassador or something, that is too important for Fury to call her back every time there is a crisis. Especially since he has the Avengers. Plus, we don't know how long it would take her to get back. Could be that it just wasn't worth calling her during the battle of NY or Sokovia, because the stand was being made right then and there, and it would be over by the time she got there.

It's clear that everything is fucked now, and time isn't really an issue, so he made the call.

That's how I rationalize it anyway.
