Went with Foley mostly because of his versatility as a wrestler and for his impact on several major memorable moments in WWE history.
Considering Foley's wrestling style, he probably shouldn't have been able to achieve as much as he did or become as huge of a star but he did because of how well he adapted over the course of his career. Had great mic skills to cover any weakness with his wrestling skills and great believability with his character/gimmick to get crowds really invested in his work.
