I'd assume the reason they won't turn him heel regardless if he needs it or not is due to what happened the last time they were associated with a LGBT organization.

Last thing WWE needs is for Balor to reveal he faked being a LGBT friendly person or it was just for a gag as part of a heel turn since they got burned hard when they pulled a similar stunt with Billy & Chuck.
