HBK. At this point there is no need to give a reason. BUT I WILL

I never vote based on draw, just over who I personally think was more talented overall when based on in-ring work and promos taken as a whole. Hogan was a slightly better promo than HBK, but HBK was LIGHTYEARS beyond Hogan in the ring.

I don't like using their draw as a metric, anyways, as a large part of the draw is in how creative books them and has nothing to do with their acting ability (like promos) or their in-ring work. It may not be a perfect example, because it wasn't sustainable, but take Goldberg. He was the single biggest draw ever during the streak and for a period after it ended. Goldberg also sucks sweaty goat balls as a wrestler imo. Statistically Konnan was a bigger draw than Hogan over the 90's; does that make him better than Hogan overall? NO WAY. Draw just isn't a good metric for me.
