Pretty much. If I remember correctly, nobody in WWE's management really cared about the show nor had any real desire to add extra hours to their work week for a low tier show which allowed it to be more hands-off.

Stevie Richards got busted by pure chance since Steph or someone else randomly decided to check up on Heat one week and got pissed Richards was doing the GM stuff without their knowledge. Think the main reason was it messed up their canon for GMs and made them look like fools for forgetting about Heat.

Probably got even more pissed that Richards managed to create something successful without needing any of WWE's help.
