Eddie's Mom and Bev's Dad are kind of important to the overall story that includes the adult chapter. They're the lynchpin of those kids' fears.

As for Bill's Dad, I saw that as him just wanting to move on and not dwell on the fact that his son is gone. It had been a year. Seemed like a pretty normal reaction to me.
