Personally I just don't really give a fuck who drew the most money. If I was running a promotion I obviously would. But I'm not. I'm a fan who values great work in the ring above pretty much everything else. Personality, character, and promo ability would all factor in after that.
One thing I'll give Hogan credit for is that he was a better heel than Shawn, in my humble opinion. My god I hated Hollywood Hogan so much. Never had the same desire to punch Shawn in the face.
But overall package I still greatly prefer Shawn.
