I'm guessing one of two things (or a combination of both): the role was originally written for a guy and/or when they cast Martin-Green, they figured that 23rd-century people wouldn't be hung up on gender any more and are using the name as a means to demonstrate the point.
I mean, it's kinda weird, since in 10 years (show time) the women of the Federation will be rocking miniskirts but still. Can't account for everything.
