Also, thought Oliver letting Merlyn go was pretty dumb. If that prison was good enough for Slade Wilson, it should be good enough for Merlyn. Or if you are really worried that you can't hold him anywhere, just give him lots of drugs to keep him sedated all the time. Dude's still human.
Yeah but isn't Merlyn more dangerous than a non mirakau Slade Wilson?

Either way Oliver was wrong for not attempting to "arrest" him.
