Turns out the alleged roid dealer did reveal the reason why he's focusing on Reigns (and Mark Wahlberg) and its due to having the most evidence of him buying roids out of everyone on the supposed list. Also gave a reason why the WWE has been the targeted the most for his claims.

His evidence is based on the stuff raided by the Feds from his clinic that he has legal access to as part of his trial. He's using it as part of a plea deal being worked on with the Feds.
