The PS3 had a split pool of RAM so I think they only had 256MB to work with for the previous games, then another 256mb for vram. Compared to 5gb workable on ps4. So that's between 10 or 20 times more to work with on the new systems. Fallout is exactly the game that's going to use as much as it can.

It would be easier to make for phones.
