In an interview with OPM UK (Official Playstation Magazine), Hideo Kojima explained why the original Metal Gear Solid game from the PS1 was not included in the Metal Gear Solid HD collection for the Xbox 360 and PS3.

His explanation was as a lack of interest to just upscale the PS1 game and wanting more to reboot the entire game if MGS 1 was to ever be remade.

“There are a lot of people wanting remakes of the original, and as producer I want to answer those calls. But as a creator I’m not very interested in going back. If we were to do it, it would have to be a total remake – the only thing that would be the same would be the story."
In terms of actual work needed, the other games in the set either came from the same platform (MGS 2, MGS 3) or from a similar architecture (PSP's Peace walker) which reduced the work needed on upscaling the assets. Japan's set did get the the original Metal Gear games from the MSX but they were kept in their original states and not upscaled to HD resolutions.
