She has sued them multiple times, including recently when WWE put out a DVD on him. They always settle, probably cause it's just the easiest thing to do.

WWE doesn't own his rights exactly, but they own the rights to their footage. They own the rights to all their footage, with the only exception I can think of being Bret Hart's Stampede Wrestling matches as he owns those. They own the rest of the Stampede footage, just not Bret's matches.

Legally though there is a difference between archived footage and using Owen's name to promote future events, i.e. a Hall of Fame show.

WWE could probably get away with adding Owen's bio to the HOF webpage with no announcement or fanfare, but in terms of a show that sells tickets, airs on TV, etc. they would need to get a release, which Owen's widow has been unwilling to do.
