That's the obvious PR spin on accepting money from a country whose dictators like putting on propaganda shows highlighting how "human" they are while they continue to oppress and abuse their people. But they want that money and they want that history with the country if it ever does change.
It's money and PR that I think anyone with a brain sees through, which is why they need to do this stuff all the time -- because they have such a bad reputation.
