This kind of angle is run all the time by companies. NJPW just made it look real and could be playing it very close to the chest. One of the reasons wrestling isn't as popular as it used to be is because everything is spoiled nowadays. If you want that old reaction and popularity back you have to keep things secretive and the more real it seems, the more believable it will be to the masses.

Besides, dehydration doesn't typically make concussions worse long term per se. It makes the symptoms more intense and makes recovery take a little bit longer if not treated. Seems weird to me that they list that as a contributing factor here for this being career ending. If he did legit suffer a concussion (which I fully believe is possible with every use of that move) then the dehydration would actually explain why the symptoms seemed so bad at first and would in a lot of instance indicate that the concussion itself wasn't as severe as originally believed.
