I dont think it will ever see the light of day. I imagine they started working on it and then had the same realization other companies already have: Fighters with super powers dont translate well to a 3D space.
Ryus Hadoken would be useless in a 3d engine, you just tap a direction to dodge sideways and commence to beat downs. Same with the hurricane kick, it would lock him into a long animation in 1 direction, could be easily dodged, and then result in getting your ass handed to you with no ability to defend. Yoshimitsu could literally sidestep and charge up his 1 hitter while Ryus animation played out and then cut him down instantly. Its a difficult issue to work around without breaking the fiction and changing the fighting style of the SF roster to fit the engine better. Youd have to remove a lot of special moves and replace them with combos and cancels.
