Yep apparently so. Serms cool and nice of them to basically add a layer of protection against Pro combining cards too early. Of course, those in the know, know that you can LOCK one or both of a pair of identical cards of the same rarity to avoid combining them before both are maxed.

Now, however, in the event one does not do so, and tries to combine two such identical wrestler and rarity cards assuming both are R or above, they first get the original obligatory "You are about to COMBINE two cards of RARE (or higher) rarity. Do you still wish to continue?" Tapping "YES" will then, if both the pair aren't maxed, bring up a dialogue box saying "You are about to combine two cards which have not been fully leveled. Are you sure you still want to combine?" or something to that effect.

Pretty neat really...now people have no right/reason to bitch if they don't gold star their shit.
