How is painting safe players as dangerous for non-griefing behaviour adding spice?
The concept of the mental state is good, it's just done badly. Simply have any action that doesn't ruin the game for another player be ok. If I gun down 100 NPCs in a row, that shouldn't make a difference. If I gun down a player, run to his respawn point and kill him again and repeatedly do that just for my own amusement or to annoy him, THAT should make a difference to the meter.
