Publishers already have the Online Pass and DLC to generate sales from used copies but I'd assume the rumored ban is targeted more towards Gamestop and other places that sell used games. Still makes less sense considering those same publishers do the most business with Gamestop.

Also makes less sense but not the first its been done to limit the ability to even share games on the same console with different accounts. A few DS games and Resident Evil Mercenaries on the 3DS have 1 save restrictions that make it impossible to share the game without deleting the game save. Ubisoft has a PC game that actually links access to whatever graphics card or motherboard was detected by the game during verification so changing it requires a new game to be bought.
