Norton kicked ass in Japan and was one of the many wrestlers stupidly underutilized by WCW.

Also, I can remember good to great matches with Owen, Malenko, Razor, D'lo, Shane, Martel, Marty, Jarrett, Flair, Hakushi, Triple H, HBK as well as tags with Razor, Kane.
Japanese wrestling can't be discounted, but those writing off Waltman with "lol anal tearing...guys....Japanese wrestling i!!" are just as bad. Also, LOVE Bret Hart...my "list" would probably start with guys who don't give him any credit for the worker he was. |
This isn't about Japanese wrestling, this is about X-Pac beating a great from anywhere. Here I'll write out his best promo ever:

I've yet to vote. I think X-Pac had more of an impact but my general guide in these things is "If both were booked equally well on a level playing field, who would flourish more?" And I've gotta go with Norton there. Leaning toward him.

X-pac's impact was completely dependant on the people around him. By himself he didn't offer anything a hundred other top cruiserweights couldn't do.
