This could easily turn until Joe v HHH. Joe wants to cash in on what he was promised, HHH decides he's not going to hold up his end of the bargain, attacks Joe, and boom, insta feud.

Although Joe works much much better as a heel. But there's not much else for him to do. Everyone else seems tied up in other budding storylines

If this was Roman Reigns he would have speared Joe when he tried to put him in a chokehold and then gave him a Superman punch.
