I could see them doing like San Andreas and expanding beyond just knock off Florida. Considering the rumors of this map being far larger than the previous maps, I could possibly see an Atlanta or New Orleans based city being part of the map.

Prob'ly updating the Saint Denis section from Red Dead, but as a modern city, with nods to some of the RDR old west architecture... but have that as more the western side of the map instead of being some of the land farthest east.

You're prob'ly right about an analogue Atlanta sitting somewhere to the north, as well. And then, Vice City itself will be likely completely overhauled to be a vastly different "Florida" like they've already done with "California" between San Andreas and 5 and "New York" between 3 and 4.
